Rather than a single campaign, it is a sustained architecture of programs, tools, and partnerships designed to shift how organizations and individuals think about risk — from a reactive, compliance-only mindset toward proactive, values-driven decision-making.
Weak risk culture — not just weak systems — is consistently identified as a root cause of institutional failure, from governance breakdowns to compliance lapses. By addressing culture at a national scale, this initiative aims to make risk awareness and ethical accountability a shared default rather than an isolated function within individual organizations.
